The only other recommendation that I can make, would be to restore the iOS software. Back up the iPad first, restore the iOS and then restore the backup. I wrote this response before there was a Podcast app and all of these downloads went through iTunes. Launch iTunes on the iPad and see if there is a Downloads tab at the bottom right. If you see that tab, there is probably something still trying to download and it didn't finish.
Tap the tab to go to the downloads and see what it is. The Downloads tab is only visible if you have something downloading. Frankly, if you have been having this trouble for a few months, I really doubt if that is going to be the problem, but it can't hurt to look and see.
